One must examine political context. Human Rights Act passed in 1998. kicked in 2000

white paper issued by Labour Government elucidating why they introduced the HRA

”Our aim is a straightforward one – it is to make more readily accessible the rights which British citizens already enjoy under the convention. In other words to  bring those rights home. ”

the HRA domesticated the convention.

 

E Convention on HR drawn up after second world war. British lawyers were instrumental in drafting it.
