One must examine political context. Human Rights Act passed in 1998. kicked in 2000

white paper issued by Labour Government elucidating why they introduced the HRA

the HRA domesticated the convention.


E Convention on HR drawn up after second world war. British lawyers were instrumental in drafting it.
