the Liga Portuguesa said that fines imposed in a gambling company were different for those from outside Portugal

there was an inline gambling company based in Gibraltar

this was against TFEU 56 . free movement of services

free movement of payments

freedom of establishment

the ECJ said the fines and ban were allowed because gambling is a vice. Portugal is alloeed to discourage. that is a philosophical choice a state can make
