Kolpak ruling


Maros Kolpak was a Slovak handball player..

Slovakia had signed an agreement with the EU but was not yet part of the EU. This was 2003.  European Union Association Agreement

It was held that people from Slvakia and countrie sin a similar situaiton were entitled to move freely in the EU. countries coulld not set quotas on such people

this develipwed from the Bosman ruling 1995. That held that no one could be prevented from wrking in another EU state on the grounds of his or her nationality

Kolpak had been ejected from its club in 2000 in Germany because they already had two non EU players
