this concerns the civil liability of bank regulators where they fail in their duty

the ECJ looked at te Deposit Guarantee Directive . 2008

individual depositors were not able to take action against the regulators if directives were breached

a depositor could only take aciton when he lost money and this was guarnateed only up to 20 000 EUors.
